The 25km underground pipeline will run between Winchester and Andover, backed by new and upgraded booster stations to deliver a bi-directional transfer of up to 15Ml/d by March 2030.
The project is a direct response to Environment Agency licence changes restricting abstraction from the Rivers Test and Itchen, both designated as rare chalk stream habitats of international importance.
Southern Water will appoint a single firm under a design-and-build contract to take the scheme from detailed design through to construction.
The successful bidder will also handle enabling works, environmental consents, and planning condition discharges.
Between six and eight bidders will be shortlisted for the invitation to tender.
Requests to participate must be lodged by 27 October 2025, with an award expected in May 2026 and work starting by June 2026.
The contract will run until March 2030 under utilities procurement rules, with a 50/50 quality/price split in evaluation.
